This 2012 Video provides a lot of information about the background and plans of the Chinese Molten Salt Reactor ans Thorium Breeder Molten Salt Reactor.  Although Chinese Scientist have talked about their MSR R&D program, this is an accessable Starting point.  Note that the Chines tried, with out sucess to develop a MSR R&D program in the 1970's, but Chinese Material science was not advanced enough then, to support this very ambitious endeavor.  The Chinese quite obviously are either catiching up, or have caught up already, and they seem ready to forge ahead.    The United States Goverment, appears to be dreaming that it can protect national security, while allowing chinese technology to surpas ours.
